Mr. Phiri has a significant wealth of mining and business experience, gained over a period of 14 years. He served as Chief Executive Officer of Merafe Resources Limited since May 2003 until March 31, 2010. Before joining the SA Chrome, he served as Head of Corporate and Legal affairs of the Royal Bafokeng Nation (RBN) and Joint Head of the RBN's Mineral and Mining Affairs Committee. As an Advisor to the RBN, Mr. Phiri led their negotiating team, which successfully resolved the dispute with Impala Platinum Limited in the 1990s. On joining RBN, he headed up the team responsible for the SA Chrome transaction and their joint venture with Anglo Platinum. He serves as an Executive Director of Royal Bafokeng Platinum Limited. Mr. Phiri has been a Non Executive Director of Royal Bafokeng Resources Holdings (Pty) Limited since April 1, 2010. Mr Roger Baxter is the Chief Executive Officer at the Chamber of Mines of South Africa. He was appointed CEO on 1 May 2015. He sits on the Chamber Council and is responsible for the leadership of the Chamber’s team in terms of implementing the Chamber’s strategic plan. He was previously Chief operating Officer and recently returned from a brief stint as the vice-President of Industry Analysis for Rio Tinto Alcan in Canada in 2012. Prior to this Mr Baxter was the Senior executive responsible for Strategy and Economics and the previous Chief Economist of the Chamber of Mines. Mr Baxter has worked in the mining and minerals industry for over 23 years and has been intricately involved in most matters related to the economics of minerals and mining policy. Most of his work has focused on engaging government and other key stakeholders at a strategic level on the economics and competitiveness of the mining and minerals industry, including significant work on the policy issues that affect investment. For example, he played a role as a negotiator of the country’s new mineral laws, the new Royalty Act, the path-finding Mining Charter, the Presidential Framework Agreement, the Stakeholder Declaration and Job Declaration, and so on.
Mr Baxter has also been extensively involved in organised business through Business Unity South Africa (BUSA). He served two terms as chairman of the Economic Policy Committee of BUSA and was previously one of the business principal members of the NEDLAC Trade and Industry Chamber. He has been involved in an array of policy discussions on promoting investment including leading the business input to the Presidential Growth and Development Summit.
Mr Baxter completed post graduate studies in economics at the University of Kwazulu-Natal before joining the Chamber of Mines. He has played a role in the South African Chapter of the International Chamber of Commerce (on the Executive Committee) and was previously a director on the boards of the Rand Refinery, the National Productivity Institute and the Precious Metals and Diamond Regulator. He is currently the Chairman of the World Platinum Investment Council. He was a member of the Investment Analysts Society of South Africa and the Economic Society of South Africa. He previously sat on the Central Council of the Economic Society between 2002 and 2007 as the Chair of the Finance Committee.
